I an informed that certain certo, upon the 5.5.Kafus
and consigned to merchants in Kilippine Solando an route from New Yefk to the Philippine Islands is being
taken from the Kafus by the authorities of this port apparently
KA SZANY OBT go. I have been instructed by the Department of
State in Washington to report to it if any cargo on the Kafue
consigned to the Philippine Islands is interfered with, and I
have the honour te request information from the Colonial
Government as to the action it is taking in regard to such carge
and particularly by what authority and on what ground this
seizure is being made, te what cargo the action taken applies,
and what action is being taken by the Colonial or Imperial
Governments to protect neutral rights and interests in the
promises.
I mad add for your information that the state
Department and interested parties in the Philippines have
been informed that this cargo was shipped upon the Kefus with
the understanding that the vessel would not touch at British
porta before arriving in the Philippines and that it appeare
that the vessel's itinerary was changed for some unknown resson
immediately before selling.
